The strategy has four main goals: to provide opportunities in large and small urban centres, creating international competitivness of cities through innovation and attractive living environments, to optimize regional resrouces and specilizations, and to increase connectiveness and cooperation among regions.

COMMENTS
Estonia’s Regional Development Strategy identified the development of a national urban policy as one of its goals, however, a policy is yet to be developed.
