The National Policy Statement on Urban Development Capacity has five main themes: 1. enabling urban growth and development, 2. meeting the range of demands for housing and business lands, 3. enabling a competitive land development market, 4. improving the alignment between land use planning and infrastructure, and finally 5. fostering co- operative roles and relationships between councils.
