The New Housing Policy focuses on six specific objectives: 1) improve access to land with secure tenure, 2) support the development of property market through financing, building and planning processes, 3) assure the rights of landlords and tenants in the rental market, 4) ensure that service is affordable to the household, 5) use construction methods and materials to reduce the cost of housing and promote employment creation, and 6) use economic activities to improve household incomes and affordability standing
